Before submitting its report to the government, the Eighth Pay Commission is engaging in discussions with various stakeholders, including central government employees' unions. Meanwhile, employees are keeping a close watch on the 'fitment factor,' as the increase in their salaries will depend directly upon it. The Ministry of Finance has indicated that the Commission's recommendations are expected to come into effect from January 1, 2026.

How the new fitment factor will impact salaries

Once the new fitment factor is implemented, it will be possible to estimate the resulting salary increase. This can be calculated by multiplying the current basic pay by the projected fitment factor. For instance, if an employee’s current basic pay is ₹30,000 and the fitment factor is set at 2.0, their estimated basic pay would become ₹60,000.

The actual salary increase will depend on the recommendations of the 8th Pay Commission

The fitment factor used in this example is merely an estimate. The actual calculation of the salary increase will take place only after the Commission submits its recommendations and the government grants its approval. Nevertheless, it is possible to gauge the potential salary increase based on different hypothetical fitment factors. This can be easily understood with the help of the following table.

Existing Basic Pay (in Rs) | Fitment Factor 1.8 | Fitment Factor 2.0 | Fitment Factor 2.2

18,000 | 32,400 | 36,000 | 39,600

19,900 | 35,820 | 39,800 | 43,780

25,500 | 45,900 | 51,000 | 56,100

35,400 | 63,720 | 70,800 | 77,880

44,900 | 80,820 | 89,800 | 98,780

56,100 | 1,00,980 | 1,12,200 | 1,23,420

The Seventh Pay Commission had recommended a fitment factor of 2.57.

The Seventh Pay Commission recommended a fitment factor of 2.57, which increased the minimum basic pay from Rs 7,000 to Rs 18,000. A new salary structure was implemented effective from January 1, 2016. The 2.57 fitment factor did not result in a 157 percent increase in the employees' total salary; rather, the salary increase accounted for the neutralization of Dearness Allowance (DA) at 14.29 percent, as noted in the Commission's report. The recommendations of the Seventh Pay Commission are cited here solely to illustrate the salary increase that took place.

Members of the Commission will meet with employee representatives in Mumbai on October 22–23.

The Eighth Pay Commission is seeking the views of employee representatives regarding pay, allowances, pensions, and other terms and conditions of employment. The commission's website states that its members will hold discussions with employee representatives in Mumbai on October 22–23. The commission is required to submit its report within 18 months, which means it could present its findings to the government by May of next year. The government may grant approval for the recommendations by the end of next year.
